Adoption of Design for Manufacturing and Assembly (DfMA)
Starting from January 1st, 2024, the Off-site Levy Scheme (OLS) incentivises construction firms to adopt Design for Manufacturing and Assembly (DfMA) practices, promoting more off-site work and streamlining construction processes.
Enhanced Transparency and Worker Management
Through requirements such as providing location-based information of workers (geofencing) and the implementation of worker management systems, the scheme aims to improve transparency and oversight in the construction industry, ensuring compliance with regulations and promoting worker safety.
Levy Cost Reduction and Productivity Boost
With an appointment term of 3 years, the OLS offers lower construction levy rates for off-site workers from SGD250 per worker and promotes efficient resource allocation. This initiative aims to reduce construction costs, enhance productivity, and drive innovation in the built environment sector.

Are you eligible?
- Have a worker management system that provides location-based information (geofencing, un-editable records of the workers’ locations, viewing of the live location of workers)
- Full-time workers working at least 35 hours per week or at least 80% of working hours in DfMA facility in the automated DfMA facilities
- Have higher level of automation under one of the following accreditation schemes: Precaster Accreditation Scheme (PAS) PC1A / Manufacturer Accreditation Scheme (MAS)(Prefab MEP) Tier 2 / Structural Steel Fabricators’ Accreditation Scheme S1
How to apply?
1. Reach out to Hubble
Contact us to know more about our worker management system
2. Submit a Human Capital Diagnostic Tool (HCDT) report
Operators are required to submit a HCDT report certified by an independent assessor evidencing that they have completed the HCDT assessment
3. Fill up OLS form through BCA
Click on the form link from Building and Construction Authority (BCA) website.
4. Set up Off-site Levy Account
Upon approval, instructions will be given to facility operators on how to set up the Off-site levy account and register Work Permit Holders (WPHs) via the Work Permit Online (WPOL).
5. Create new work permit application via WPOL
Facility operators can make the new work permit application via WPOL under the Off-site levy account. The lower levy will be computed based on the Date of Issuance of the new Work Permit.
