What is it About?

CITF - Technology Adoption

The Construction Innovation and Technology Fund (CITF) 建造業創新及科技基金 is established by Development Bureau of the Government of the Hong Kong Special Administrative Region (DEVB) 香港特別行政區政府發展局 to encourage wider adoption of innovative construction methods and new technologies in the construction industry. For construction sites of private sector, CITF launched a new funding category on 1 April 2023 to provide subsidies up to HK$7.5 million per contractor / subcontractor to support their adoption of SSSS. Funding mode: 70% for project adoption.

Smart Site Safety System (SSSS)

SSSS (安全智慧工地系統) generally comprises 3 components: smart safety devices for monitoring activities and identifying safety hazards; a communication network for transmitting data collected from smart safety devices; and a centralised management platform for providing a one-stop hub for data analysis and alerts generation, as well as facilitating follow-up actions.

Policy

Under Development Bureau (DEVB) Technical Circular (Works) No. 3/2023, SSSS is mandated in Hong Kong for capital works contracts exceeding HK$30 million.

Grant benefits

Digitalized Permit-to-Work System for High Risk Activities 數碼化工作許可系統 (高風險工作)

The Digitalized Permit-to-Work System is used for real-time online application, issuance and tracking of permit-to-work/permit to move and operate for the following high risk activities using a mobile device:

work in confined spaces;
work with electrical hazard;
work in lift shaft;
mobile crane, heavy machinery and piling rig operating or moving on site;
hot work;
use of ladder for work above ground;
lifting operations by tower cranes, mobile cranes, crawler cranes, or cranes alike or lifting operation by mechanical means.

The real-time information on the corresponding permit-to-work / permit to move and operate status is displayed on a mobile device.

Are you eligible?

Levy-paying Contractors (繳付徵款的承建商) who have paid levy for construction works under the Construction Industry Council Ordinance (Cap. 587) to the Construction Industry Council (CIC) in the 24 months preceding the time of application.
Registered Specialist Trade Contractors and Registered Subcontractors (註冊專門行業承造商及註冊分包商) under the Registered Specialist Trade Contractors Scheme (RSTCS) and the Subcontractor Registration Scheme (SRS) operated by the Construction Industry Council (CIC) in Hong Kong.

1. Register an Account

Create an account at CITF Application Portal via CITF website

2. Prepare Required Documents

Read the CITF Application Portal User Guide and prepare all required documents stated in the guide

3. Submit Application Form

Complete and Submit Online Application Form in CITF Application Portal.
- Select the ‘Type of Application’: Advanced Construction Technology (ACT)
- Pre-approved (PA) Item Code for Hubble DWSS: PA23-053
