Hong Leong Asia Enhances Resources Tracking Across Multiple Sites, Including Singapore's Largest ICPH, with Hubble
We are thrilled to announce Hong Leong Asia (HL Asia) as our latest client, a renowned leader in concrete precast production. Hubble is proud to provide support to the largest Integrated Construction and Prefabrication Hubs (ICPHs) in Singapore with our Hubble Aura IoT for Resources Tracking (Hubble Aura IoT). For more in-depth information, you can find out more at our detailed article about ICPHs.
In this customer success story, we delve into how their adoption of Hubble Aura IoT has significantly enhanced their workforce tracking and methods to comply with the Off-site Levy Scheme (OLS).
38,421m² ICPH at Punggol
HL Asia and Malaysia’ Sunway Construction have a joint venture partnership and own the largest ICPH in Singapore at 38,421.8 m². The facility can produce up to 100,000 m³ of precast components annually, enough to complete about 17 blocks of flats. Their offerings include:
- Façade walls, columns, beams, slabs
- Refuse chutes, household shelters, staircases, water tanks
- Concrete PPVC modules and PBUs
- Large Panel Slabs

73,750m2 Concrete Site at Tuas
Other than owning an ICPH, HL Asia’s subsidiary, HL Building Materials Pte Ltd, has an indoor and outdoor site where they store and produce precast components.

Next, we discuss the challenges faced by HL Asia and how our Hubble Aura IoT for Resources Tracking can overcome these challenges.
Challenges faced with Multi-site
One significant obstacle is the difficulty in effectively tracking manpower across both locations. The sheer scale and diverse environments of these sites complicate real-time monitoring and coordination of personnel. Ensuring accurate location tracking across different areas demand robust tracking solutions capable of overcoming logistical complexities and environmental variables inherent in such a diverse operational landscape.

HL Asia is also seeking ways to manage rising labour costs without sacrificing productivity, while complying with the latest dependency ratio ceiling (DRC) announced by the Ministry of Manpower (MOM), effective January 1, 2024.
How Hubble Aura IoT for Resources Tracking Supported HL Asia
Real-time Location Tracking Across Diverse Sites with Bluetooth Connectivity
Hubble Aura IoT ensures strong, consistent signal coverage by strategically placing Bluetooth location anchors every 30-50 metres throughout the facility, including indoor and outdoor sites. Positioned at higher levels with minimal obstructions, these anchors effectively overcome the challenges of multi-story environments and compensate for signal loss.
The Bluetooth location anchors are waterproof and have a battery life of up to 5 years, ensuring reliable performance even at their outdoor Tuas site. Complementing these anchors are our Bluetooth dongles, which have a range of 50 to 300 metres and an IP67 rating, making them waterproof and dustproof. This robust design suits concrete-enriched environments, providing reliable connectivity even in harsh conditions and amidst interference from concrete structures. To ensure reliable tracking, Hubble Aura IoT uses a combination of Bluetooth and WiFi, with WiFi employed for the LoRaWan Gateway.
Achieve Cost Savings with Worker Levy Reductions under OLS
One effective strategy to manage rising labour costs is to leverage on technology to optimise workforce management and achieve cost savings. Accredited Design for Manufacturing and Assembly (DfMA) operators like HL Asia can now enjoy significant worker levy reductions under the BCA OLS. These reductions can be up to 47% per work permit holder, potentially saving up to SGD 300,000 annually for 100 work permit holders. Achieving these savings requires implementing a robust worker management system that ensures:
Live Location Tracking
With workers carrying Bluetooth dongles and the installation of location anchors and a LoRaWAN Gateway on-site, HL Asia can experience real-time tracking of their workers' locations across the different floors throughout the entire hub as well as their indoor and outdoor site.
Location-based information through Geofencing
Hubble Aura IoT provides real-time tracking of worker locations, across multiple sites. This ensures HL Asia can see where each worker is at any moment, crucial for maintaining efficiency and safety. They can also receive alerts if workers are outside of the geofenced areas for immediate corrective actions.
Accurate Real-time Location Worker Tracking
Additionally, the platform’s floorplan view, filtering and multiple worker search capabilities allow HL Asia to allocate and plan worker assignments efficiently across different floors, ensuring optimal use of manpower.
Easy Filtering and Multiple Selection of Companies
Seamless Searching of Multiple Workers by Name
Uneditable records of workers' locations
The platform guarantees uneditable worker location records and allows HL Asia to generate movement summary reports directly in Excel format, preventing data tampering and ensuring precise location records.
Manpower Movement Summary Report Generation
Conclusion
HL Asia's adoption of the Hubble Aura IoT for Resources Tracking is a major step forward in managing ICPHs and concrete sites. This technology addresses manpower tracking challenges in effective site management and multi-site operations, setting a new industry standard for innovation. These advancements position HL Asia as leaders in productivity and quality in concrete precast production.
